bay area were approved last thursday by the metropolitan commission and the association of bay area governments. these are key to the analysis that would be done and we are generally supportive of the free market. it's never exactly ideal, but we will remain deeply engaged in the process. the final eir will be certified in may of 2013, so we have a little time still and we will remain very involved. i want to highlight 19th avenue transit steady which got some initial work underway already. this is a study that will explore moving the ocean view library line to the west side so that it can be more user friendly and more integrated into the land use fronting that area. this is a fantastic opportunity that has come out of the planning proposal and it gives us an opportunity to focus on the west side of the city in a very significant way. i am hopeful this will be an important effort and expect meetings with the community to start in the fall. we are organizing the outreach and technical work now. the study that has been underway for a long time is now reaching its final stages and i wanted to rep

well, just a little background here, we've been under a federal receivership for six years, governing everything from mental health care to medical care in the prisons. this was the result of a lawsuit filed in 2001 that, basically, ended up with the judge saying one person is dying basically a week in the prisons because of inadequate care. so in the last few years, the states built federal medical facilities. we have had this realignment program that jerry brown put out that is not moving folks from the state prison. but i think that's something that people don't understand. when new offenders are being sentenced who are nonviolent, not sexual and nonserious, which is actually a legal definition, they're spending their time in the county jail. and that's resulted in nearly a thousand less bodies in state prisons per week. so, yeah, this week, judge henderson said the conditions are improving. he ordered both sides to kind of sit down and come up with a plan to extract themselves from this receivership by april 30th. but i don't think this is really entirely the end. he said there's

we are asking companies, particularly with cuts to the federal government -- my goal was at least a thousand jobs. we are halfway there. consider giving a job. think about your first job. think about young people who may not have people who have traditional jobs in their families, what a different world that opens to them. thinking of my adopted city of new york, where my husband and i live seven years, they had a fresh air fund. there are a lot of kids in oakland who when they come up thick ask the staff, "are we still in oakland?" there are so many kids who have never been outside of their neighborhood. i am running this campaign in the 100 block area where i believe we have to change the city forever. oakland, we do not have a corporate tax. we will give discounts in our business tax and our sales tax. we have a pretty active enterprise zones. we have rearranged and reorganized all our economic development services so we can maintain them despite the loss of redevelopment. oakland is open for business. we welcome you. our weather is better. we have great restaurants. we hope you will join

there is not a program in government for every problem, and if we want to use government to help people, we have got to make it work again. [applause] because we are committed in this convention and in this platform to making these changes, we are, as democrats, in the words that ross perot himself spoke today, a revitalized democratic party. [cheers and applause] i am well aware that all those millions of people who rallied to ross perot's cause wanted to be in an arm of patriots for change. tonight i say to them, join us and together we will revitalize america. [cheers and applause] i don't have all the answers, but i do know the old ways don't work. trickle-down economics has sure failed, and big bureaucracies, both private and public, they have failed, too. that's why we need a new approach to government, a government that offers more empowerment and less entitlement, more choices for young people in the schools they attend and the public schools they attend, and more choices for the elderly and for people with disabilities and the long-term care they receive.
